5.3 Campus Security and Public Safety

Purpose: To define the role of the Normandale Community College Public Safety Department.

Part 1: Initial Complains, and Reports

Subpart A: Complaints. The Public Safety Department is tasked with taking reports of criminal or non-criminal activity from any faculty, staff, student, or visitors.

Subpart B: Investigations

  1. The Public Safety Department is authorized to investigate criminal & non-criminal acts occurring on College owned property.
  2. The Public Safety Department, when presented with information regarding a criminal act that has occurred on or off College property, will inform the complainant of their ability to contact local law enforcement for investigation.
  3. The Public Safety Department may forward their findings of their investigation on to law enforcement officials in accordance with law.

Subpart C: Requesting Copies of Incident Reports. Only with the approval of the Director of Public Safety can a faculty, staff, student, or visitor receive a copy of an Incident Report generated by the Public safety Department.

Subpart D: Monthly Reports. A Public Safety Officer will be assigned to maintain a monthly activity log for incidents reported to the Public Safety Department.

Subpart E: Annual Public Safety Reports

  1. The Director of Public Safety or designee will complete an annual Public Safety Report offering campus crime statistics for the most recent three-year period.
  2. The Crime Awareness and Campus Security Act requires that this report include information about particular types of crimes that occur on and around campus properties. This report further includes policy statements, program descriptions and procedures to follow in response to criminal activities.

Part 2: Timely Warnings

Subpart A: Determinations. The Director of Public Safety, after consultation with Public Safety Officers and/or local law enforcement officials, may issue timely warnings to the campus based on certain criteria listed in Subpart B.

Subpart B: Criteria

  1. If it is determined a threat to the campus exists because (1) perpetrator(s) have not been arrested and are unknown and/or (2) perpetrator(s) are known and determined to be a continued threat.
  2. If it is determined that a warning to the campus community will not adversely affect any law enforcement investigation or prosecution.
  3. If it is determined that a timely warning will aid the campus community members avoiding similar occurrences.

Subpart C: Types of Warning Methods

  1. Memo to the general campus community, written and/or campus e-mail
  2. Use of the StarAlert system
  3. Memo to specific campus groups
  4. Announcement on monitors and televisions around campus
  5. Poster and/or Flyers
  6. Announcement via campus voice mail
  7. Class announcements
  8. News Releases

Part 3: Traffic and Parking Regulations

Authority

In accordance with Minnesota State Statute 169.966, the Public Safety Department is tasked with enforcing traffic and parking regulations on College owned or leased property. See Normandale Policy 5.7 Parking Fees, Policies, & Enforcement for more details.
