Family Educational Rights and Privacy Act (FERPA)

The Family Educational Rights and Privacy Act (“FERPA”), a Federal law, requires that Atlanta Technical College, with certain exceptions, obtain a student’s written consent prior to the disclosure of personally identifiable information from that student’s education records. Find out what FERPA is and how the laws change for parents and students when they enter college at the U.S. Department of Education.

However, Atlanta Technical College may disclose appropriately designated “directory information” without written consent unless the student has advised Atlanta Technical College to the contrary. Public Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without the student’s prior written consent. The following pieces of information are considered "public directory information":

  • Student’s Name
  • City and Country
  • Major and field(s) of study
  • Enrollment Status (full time, part-time, etc.)
  • Dates of attendance
  • Degrees and awards and date receive

If a student does not want Atlanta Technical College to disclose directory information from his or her student education records without prior written consent, the student must notify the Office of the Registrar, in writing, by the first day of the semester at the registrar’s office. A student needs to only file this notification once during his or her enrollment. However, if there is a break in enrollment or transfer to another TCSG technical college, a new notification must be filed.

Even if a student elects to prohibit the release of directory information, Atlanta Technical College may still implement policies requiring the student to wear or present a student ID badge.

Non-public directory information is not available to the public, but is available to any college official. If the student has indicated to restrict their data, then college officials can only access the information when it is needed for educational purposes.

Additionally, certain state and federal laws require the release of certain student information without prior notification to the student. Questions concerning the release of student information should be addressed to the Office of the Registrar via email ATCRegistrar@atlantatech.edu.

Admission Procedures

Application Fee

A completed application for admission with a $25 non-refundable application fee is required for all applicants.

Application Deadline

Applicants must have all required documentation (transcripts, proof of lawful presence, proof of residency, test scores (if applicable), etc.) submitted to the Office of Enrollment Services by the published deadlines in the academic calendar. Incomplete files or late applications may be considered for Special Admission or deferred to a future term. - Academic Calendar

Eligible Applicants

Individuals sixteen (16) years of age or older seeking occupational credentials are eligible for admission. Due to safety, profession/field, or other restrictions, a higher minimum age may be required for some programs – information will be listed on each program page under program requirements.  

Age requirements for specific programs may change without notice. For most programs, eligible applicants are individuals sixteen (16) years of age or older or dually/jointly enrolled high school students in the 10th, 11th or 12th grades who seek access to quality instruction at the postsecondary level. Minimum age requirements for specific programs may be higher. 

Documentation of Residency and Citizenship

Applicants must provide documentation to support their citizenship and residency status. If under 24 years of age and a claimed dependent, documentation from both the applicant and their parent/guardian is required. Dependent students (under 24) must submit two proofs from a parent or guardian per the Georgia Residency petition guidelines.

Citizenship Requirements - Proof of Lawful Presence

A student meets the Citizenship Requirements, for purposes of this procedure and the related policies, if he or she is a United States Citizen, born or naturalized or, if he or she is an Eligible Non-Citizen, according to the Federal Title IV definition.

Ineligible Non-citizens are classified as international students and are not eligible for in-state tuition. By default, they will be charged the international tuition rate. However, at the discretion of the College President, the international rate may be waived and replaced with the out-of-state tuition rate for non-citizens who are verified as lawfully present in the United States in accordance with state and federal immigration laws.

Atlanta Technical College is responsible for the verification of the lawful presence in the United States of all applicants for admission or re-admission, who are seeking in-state or out-of-state resident tuition rates, as required by state and federal immigration laws [O.C.G.A. §50-36-2]. A student can verify lawful presence by submitting an acceptable form of documentation which includes but is not limited to;

o U.S. Birth Certificate, U.S. Territory Certificate of Birth Abroad issued by the department of State (DS-1350) or Consular Report of Birth Abroad (FS-240) – with visible raised or written  seal.

o Unexpired U.S. Passport.

o Unexpired Current or Retiree Military ID (service member only, not dependent).

o Unexpired Permanent Residency Card (USCIS form I-151 or I-551- front and back side required.

o Students admitted on a F, J, or M Visa will have their lawful presence verified through the Student and Exchange Visitor Information System (SEVIS).

o Students admitted on any other Visa will have their lawful presence verified through the Systematic Alien Verification for Entitlements (SAVE) Program.

o Certificate of Citizenship (USCIS from N-560 or N-561).

o Certificate of Nationalization (USCIS from N-550 or N-570).

o Unexpired Driver’s license/Official State ID - see below chart for specific conditions.

Residency Requirements - Proof of Residency - Eligibility for In-State Tuition

Residency Requirements

To qualify for in-state residency status for tuition purposes at our institution, applicants must provide documentation to support their claim of Georgia residency. Establishing residency requires proof of domicile in the State of Georgia, meaning a student must show an intent to make Georgia their permanent home. No single factor alone will determine residency, but a combination of objective factors will be considered. These factors may include, but are not limited to, property ownership, voter registration, and state tax filings.

How to Establish Georgia Residency

To establish Georgia residency, the student must meet the following criteria:

  • Dependent Students

A dependent student may qualify for in-state residency if:

  • The student's parent or legal guardian has established and maintained domicile in Georgia for at least 12 consecutive months before the start of the semester for which the student is seeking in-state tuition.
  • The student graduated from an eligible Georgia high school, or the parent or legal guardian claimed the student as a dependent on their most recent federal income tax return.
  • Independent Students

An independent student qualifies for in-state residency if:

  • The student has established and maintained domicile in Georgia for at least 12 consecutive months before the start of the semester for which in-state tuition is being sought.
  • The student must show clear evidence of domicile for reasons other than attending college.

Documentation Required to Establish Residency

To verify Georgia residency, applicants must provide one of the following documents, which must show 12 consecutive months of residency prior to the first day of the semester in which the student is enrolling:

  • Georgia Driver’s License or State ID (unexpired, issue date must reflect 12 consecutive months of residency)
  • Voter Registration Card (unexpired, issue date must reflect 12 consecutive months of residency)
  • Automobile Registration (must show the past two years, 24 months)
  • Georgia State Tax Form (GA 500, long form) (must show full year of residency)
  • Utility Bill (must reflect the last 12 consecutive months)
  • Home Deed
  • Lease Agreement (signed and effective date must show 12 consecutive months before the semester start date)
  • DD-2214 (for military personnel)
  • Military ID or Orders (unexpired)

Retaining Georgia Residency

Dependent Students: If the parent or legal guardian of a dependent student, who has established Georgia residency, moves out of state, the student can retain Georgia residency status as long as they remain continuously enrolled at a TCSG college.

Independent Students: If an independent student who was initially determined to be a Georgia resident temporarily relocates outside the state but returns to Georgia within 12 months, they will retain their Georgia residency status for in-state tuition purposes.

Petition for Residency

If an applicant did not qualify for residency at the time when their application was submitted, they may petition for in-state residency once the meet the requirements. To petition for residency contact the Office of Enrollment Services atcenrollment@atlantatech.edu. If the petition for residency is approved it will be effective beginning the next semester a student enrolls, and the change is not retroactive to prior semesters.

Additional documentation will need to be submitted at the time of the petition. Documents should prove that you have met the Georgia State Residency requirements; if a dependent - under 24 years of age and are claimed as a dependent of a parent/guardian, must have lived in Georgia for the past 12 consecutive months. If a dependent, documents must show that you have lived in Georgia for the past 12 consecutive months.

Acceptable forms of additional documentation that can be submitted during the petition for residency include: Location of employment, Location of voter registration, Location of property, including home purchase, and taxes paid thereon, State for which the individual filed and paid state income taxes, Address and other information on federal and state income tax returns, State where the person’s automobile title is registered and the payment of property taxes thereon, Address on driver’s license and state of issuance, Address on the Georgia Driver’s License Bureau ID, State of issuance of business, professional, or other licenses, and Location of checking, savings or other banking accounts.

Eligibility for In-State Tuition Waivers

Non-citizens are classified as international students and are not eligible for in-state tuition. By default, they will be charged the international tuition rate. However, at the discretion of the College President, the international rate may be waived and replaced with the out-of-state tuition rate for non-citizens who are verified as lawfully present in the United States in accordance with state and federal immigration laws. Students in the following classifications are eligible for an out-of-state tuition exemption, which does not affect eligibility for the HOPE Scholarship or Grant (except for military personnel and their dependents, as provided in GSFC regulations):

  • Employees and their children who move to Georgia for employment with a new or expanding industry as defined in OCGA 20-4-40.
  • Full-time employees of the Technical College System of Georgia, their spouses, and dependent children.
  • Full-time teachers in a public school, a military base, or a public postsecondary college, their spouses, and dependent children.
  • United States military personnel stationed in Georgia and on active duty, and their dependents living in Georgia.
  • United States military personnel, spouses, and dependent children reassigned outside Georgia who remain continuously enrolled and on active military status.
  • United States military personnel and their dependents domiciled in Georgia but stationed outside the state.
  • Students domiciled in out-of-state counties bordering Georgia counties who are enrolled in a Technical College with a local reciprocity agreement.
  • Career consular officers and their dependents who are citizens of the foreign nation their consular office represents, living in Georgia under orders of their respective governments, provided their nation practices educational reciprocity with the United States.
  • Members of a uniformed military service of the United States who, within 36 months of separation, enroll in an academic program and demonstrate an intent to become domiciled in Georgia (includes spouses and dependent children).
  • No person who is unlawfully present in the United States is eligible for any exemption of the tuition differential.

Non-citizens requesting in-state tuition must verify lawful presence following TCSG Procedure 6.2.2p. Policy Manual – TCSG | Technical College System of Georgia.

Notwithstanding any provision in this procedure, any person who is unlawfully present in the United States will not be eligible for any exemption of the tuition differential. 

Educational Requirements

Educational prerequisites vary by program. While a high school diploma, GED, or HiSET is typically expected, applicants who have completed 12+ semester or 18+ quarter hours of college-level credit or hold an associate degree or higher may submit college transcripts instead of high school credentials. Home-schooled student documents will be accepted according to Technical College System of Georgia policy. 

Assessment for Program Readiness

The success of students in their programs at Atlanta Technical College is closely tied to their math and language skills. To assist students in achieving their maximum potential, all applicants to diploma, degree, and certificate programs must undergo an assessment to determine their readiness for the program. For the 2025-2026 academic year, this assessment will not necessarily involve a placement test but will include a review of the student's high school GPA, prior college transcripts, and other academic history. Based on this review, students will be admitted in accordance with the academic standards relevant to their program.

While Accuplacer Next Generation is the approved assessment tool within the Technical College System of Georgia (TCSG), placement testing is no longer required for admission. Students who wish to submit official college transcripts or scores from other validated assessment instruments (e.g., Classic Accuplacer, ACT, SAT, PSAT, Georgia Milestones ELA, GED, or HiSET) may do so. If these scores meet the program's required minimums, the student may be considered program ready. Additionally, students who have earned an associate degree or higher from a regionally or nationally accredited institution will be considered program-ready and will not need a placement exam.

If an applicant's academic history or submitted scores do not meet the program’s required minimums, they may be referred for placement testing if necessary to determine eligibility for specific programs or courses. Students will need to contact the Testing Center at testing_center@atlantatech.edu for assistance.

Placement Procedure - Placement Testing

In the 2025-2026 academic year, placement test scores are no longer required for admission. While submitting test scores is optional, the College will evaluate high school GPA, prior college credits, and any available standardized test scores to determine appropriate course placement. Students without relevant academic credentials in English or math may be referred for placement testing if necessary to determine eligibility for specific programs or courses.

Admission Requirements

At Atlanta Technical College, we are dedicated to helping students achieve their personal goals. While the college provides the resources and support to guide students through the admissions process, it is the responsibility of each student to ensure that they meet the necessary requirements for admission.

Admission to Atlanta Technical College is a multi-step process that includes the evaluation of prior academic experience and assessment of postsecondary readiness for eligible applicants. The ability of a student to succeed in their chosen program is often determined by the math and language skills they possess, and the Technical College System of Georgia (TCSG) is committed to assisting each student in reaching their maximum potential.

 

Required Documentation for Admission

To apply for admission, students must submit the following documentation to the Office of Enrollment Services:

  • Application and Fee: A completed application for admission with a $25 nonrefundable application fee.
  • Educational Requirements:
    • Official high school transcript, GED transcript, HiSET transcript, and/or official transcripts from all previously attended colleges accredited by an accepted accrediting agency.
  • Please note, all students seeking regular admission must submit transcripts for all postsecondary institutions attended. This includes students wishing to transfer prior college credits or those who intend to use funding sources (e.g., HOPE Scholarship or Veterans Educational Benefits) that require an evaluation of prior college credit.
  • Proof of Lawful Presence: Documentation to verify lawful presence in the United States.
  • Proof of Residency: To demonstrate residency status.

Assessment and Placement

Placement scores are no longer required for admission. While students may choose to submit SAT, ACT, PSAT, GED, HiSET, ACCUPLACER, or TABE scores, these are optional. If submitted, these scores will be evaluated in accordance with TCSG guidelines and may be used for placement or admission decisions. If an applicant's academic history or submitted scores do not meet the program’s required minimums, they may be referred for placement testing if necessary to determine eligibility for specific programs or courses.

Students are placed based on:

  • Previous college coursework (with credits earned).
  • Earned an associate degree or higher are automatically exempt from placement testing.
  • Applicants who have earned previous postsecondary credits, especially in English and math courses completed with a grade of C or better, from a regionally or nationally accredited institution are automatically exempt from placement testing.
  • High school GPA
  • Placement Testing - If placement testing is required, students will undergo an evaluation using the Accuplacer Next Generation or other TCSG-approved assessment and will need to contact the Testing Center at testing_center@atlantatech.edu for assistance.

Readmission of Former Students

Students who are absent from Atlanta Technical College for two or more consecutive regular semesters will be required to:

  1. Submit a re-admission application to the Office of Enrollment Services by the advertised application deadline.
  2. Meet the Atlanta Technical College general catalog admission requirements in effect at the time of re-admission.
  3. Submit to the Office of Enrollment Services official transcripts from all high schools, colleges or universities attended.

Transfer Student Admission

Applicants who are transferring to Atlanta Technical College from another post-secondary institution must submit the following to the Office of Enrollment Services:

  1. Application for admission along with a $25 (nonrefundable) application fee.
  2. Official transcript(s) from each post-secondary institution attended. Applicants who have completed a minimum associate’s or bachelor’s degree from a regionally accredited college or university may submit official college transcripts in lieu of high school transcript or high school equivalent.
  3. Satisfactory scores on the Classic Accuplacer, Accuplacer Next Generation, ACT, SAT, PSAT, Georgia Milestones ELA, or GED or an earned associate degree or higher from a regionally or nationally accredited postsecondary institution recognized by the United States Department of Education, or official transcripts from a regionally or nationally accredited postsecondary institution recognized by the United States Department of Education documenting equivalent program-level English and math coursework successfully completed (C or better).

First Year Experience Seminar

This course must be taken during new students’ first term of enrollment at Atlanta Technical College. New students who have successfully completed a minimum of 30 semester credit hours of college coursework at the time of acceptance will be exempt from taking this course.

Dual Enrollment

Dual Enrollment provides opportunities for high school students grades 9-12 to enroll part-time (less than 12 semester hours) or fulltime (12-15 semester hours) to earn both high school and college credits. Students will receive credits for successfully completed coursework at their high school and at Atlanta Technical College. Participation is permitted during the fall, spring and summer semesters of the high school and college school year. To be eligible for Dual Enrollment, a student must meet the following criteria:

  1. Be enrolled in 9th, 10th, 11th, or 12th grades at a public or private high schools in Georgia or a home study program operated in accordance with O.C.G.A. 20-2-690(c)
  2. Must be approved and classified as eligible by the high school
  3. Meet admissions requirements for ATC program
  4. Must not have already received a high school diploma
  5. Must be on track to graduate
  6. Obtain approval of the high school guidance counselor and parent(s)/legal guardian(s)
  7. Achieve a grade of C or higher in their ATC courses to remain eligible for the program

NOTE: Students must also take note of the following:

  • Participants can attend more than one postsecondary institution at a time and receive awards at both
  • Participants must meet Atlanta Technical College’s satisfactory academic progress criteria
  • There is no limit to how many terms a student may participate
  • Participation will not count against the student’s HOPE cap
  • Participant can be denied participation at any time for violation of secondary or postsecondary rules.

Home Schooled Applicant Guidelines

Applicants of home schools located in Georgia who did not attend a recognized accredited program must adhere to the following alternative path for admission:

  1. Submit a Certificate of Attendance form from the local superintendent’s office or a Declaration of Intent to utilize a Home Study Program from the Georgia Department of Education verifying that the parent or legal guardian complied with the requirements of home study programs as referenced in O.C.G.A. § 20-2-690.
  2. Submit annual progress reports or a final transcript for the equivalent of the home-schooled student’s junior and senior years. The final progress report should include the graduation date.

Program Specific Requirements

Atlanta Technical College is an open-access institution. The institution does not deny entry to the College for qualified applicants; yet, due to seating availability and other program-specific limitations set by the FAA or health care clinical sites some programs of study have limited student enrollment which results in a competitive entry process. Additionally, due to industry, legal, or professional requirements, prospective students interested in certain programs of study will need to satisfy additional entry and age requirements.

Competitive Programs and Programs with Professional Requirements

The competitive process is intended to collect success indicators to determine which students will be most likely to complete the program, therefore making the best utilization of these limited resources. Most competitive programs require students to complete a series of prerequisite courses as well as take an exam that will measure skills and abilities for a given field of study. Some programs will also include an application session and orientation.

Professional Requirements: The following programs of study have additional requirements due to industry guidelines and regulations.

  • Barbering Assistant – Technical Certificate of Credit – Georgia Master Barber License (minimum 1-year)
  • Barbering for Cosmetologists – Technical Certificate of Credit – Georgia Cosmetology License
  • Barbering Instructor Training – Technical Certificate of Credit – Georgia Master Barber License (minimum 1-year)
  • Cosmetology Instructor Training – Technical Certificate of Credit – Georgia Cosmetology License (1-year minimum)
  • Commercial Truck Driving - Technical Certificate of Credit –
    • Be at least 18 years of age (students 18-20 years of age may operate a commercial truck only in the State of Georgia, therefore students 21 years or older have expanded employment opportunities),
    • Have a current Class A CDL Learner’s Permit prior to applying to the college,
    • Obtain a certified 7-year Motor Vehicle Report from a Georgia Department of Driver Services Customer Service Center,
    • Pass the Department of Transportation physical examination,
    • Successfully pass a Department of Transportation drug screen while enrolled in the program, and
    • Not have any DUI, reckless driving, or other serious violations, e.g., repetitive offenses, multiple speeding tickets, super speeder tickets, open container violations, hit and run, driving with insurance or license, texting and/or failure to control devices. Certified motor vehicle reports are subject for review and approval by the associate dean.
  • Dental Assisting – Diploma – Must be CPR certified from that American Heart Association – Basic Life Support (BLS) before entering occupational courses.
  • Advanced Dental Assisting – Technical Certificate of Credit - Must be CPR certified from that American Heart Association – Basic Life Support (BLS) before entering occupational courses.
  • Basic Dental Assisting – Technical Certificate of Credit - Must be CPR certified from that American Heart Association – Basic Life Support (BLS) before entering occupational courses.
  • Electrical Line Worker – Technical Certificate of Credit –
    • Pass the Department of Transportation physical examination.
    • Successfully pass a Department of Transportation drug screen while enrolled in the program.
  • Paralegal Studies Professional – Technical Certificate of Credit – Must have a bachelor’s degree from a regionally accredited institution.
  • Paramedicine – Associate Degree – Documentation of current AEMT Certification
  • Paramedicine – Diploma – Documentation of current AEMT Certification
  • Advanced Emergency Medical Technician (AEMT) – Technical Certificate of Credit – Documentation of current EMT/NREMT Certification
  • Health Information Management Technology (HIMT) – Associate Degree– Must attend HIMT information session prior to starting HIMT occupational courses.
  • Health Information Coding – Diploma - Must attend HIMT information session prior to starting HIMT occupational courses.
  • Magnetic Resonance Imaging Specialist – Technical Certificate of Credit – Must be certified in radiography, nuclear medicine, or radiation therapy by the American Registry of Radiologic Technologists (ARRT). A copy of the front and back of the ARRT certification card must be submitted. Applicants who are recent graduates of an accredited radiologic technology program may request a waiver of this requirement but must submit a copy of their ARRT certification card prior to start of the program.

Program/Major Change Within the College

Students enrolled in a degree, diploma, or certificate program at Atlanta Technical College who wish to change their academic program or major must adhere to the following procedures:

  • Complete and Submit a Change of Program/Major Request
    • Complete the Change of Program/Major Form which can be picked up in the Office of Enrollment Services.
    • Forms must be submitted prior to the published deadline for the semester in which the change is to take effect.
  • Meet Admissions Requirements
    • Students must satisfy all admissions criteria for the new program, including any prerequisites, placement scores, or supporting documentation required.

  • Credit Transfer Evaluation
    • Previously earned credits may not transfer to the new program.
    • The Registrar’s Office will conduct an official evaluation to determine which credits, if any, are applicable to the new program.

Note: Program changes may impact financial aid eligibility, time to completion, and tuition costs. Students are encouraged to consult with Enrollment Services, Registrar’s Office, Academic Advisor, Veterans Affairs and Financial Aid Office (if applicable) prior to submitting a request.

Admissions Classifications

Atlanta Technical College seeks to support students in achieving their educational goals by providing clear pathways for admission. It is the responsibility of each applicant to meet the necessary admission criteria. Admission status falls into one of four categories depending on circumstances and eligibility:

 

Regular Admission Status

Students who meet all program entry requirements—such as submission of a completed application and fee, required documentation, and meeting academic readiness standards—are granted regular admission status. These students are eligible to enroll in all courses within their program, provided they meet any course prerequisites.

Applicants accepted with regular status may be enrolled in an associate degree, diploma, or Technical Certificate of Credit (TCC) program.

 

Graduating High School Senior (Provisional) Admission Status - (HS Seniors Only)

High school seniors completing their final year and aiming to enroll in college immediately after graduation may be admitted with Graduating Senior Provisional Status. These students must submit:

  • An in-progress transcript verifying they are on track to complete required high school coursework.
  • A final transcript with graduation date once available.

While provisional seniors may register for classes, they are not eligible for federal financial aid until final documentation is received. Students in the Graduating Senior Provisional Status are not eligible for federal student aid.

 

Special Admission/Non-Degree Seeking Status

Students who wish to take credit-bearing courses without pursuing a formal credential—such as a certificate, diploma, or degree—are given Special Admit status under the following conditions:

  • Submit a completed application and a $25 non-refundable fee.
  • May accrue up to 17 semester credit hours (or 25 quarter hours), which can count toward future credential programs if later admitted with regular status.
  • Enrollment is space-available only, and prerequisites must be met.
  • Not eligible for financial aid.
  • Hours earned as a special admit do not replace regular admission requirements should the student apply for credential-seeking status later.

Special admission/non-degree seeking status students may apply for regular admission status for a future term; however, the number of hours taken under this status in no way waives the requirements of the regular admission process. It is the student's responsibility to change from special admission/non-degree seeking status to regular admission.

 

Transient Status

Students enrolled in other post-secondary institutions may take courses at Atlanta Technical College on a one-semester transient basis, then transfer the credits back.

Criteria include:

  • Submission of a Transient Approval Letter from the home institution indicating academic standing and approved courses. A current Transient Agreement Letter is required for each term of enrollment. If the letter lacks full details, official transcripts must be provided to confirm prerequisites are met.
  • A completed Atlanta Tech application and $25 nonrefundable fee.
  • Proof of Lawful Presence
  • Proof of Residency
  • Transcripts or transient letters sent to the Financial Aid Office if HOPE or other aid is involved.
  • Completion of any course request forms required for enrollment.
  • Transient students must pay tuition/fees by ATC deadlines and adhere to orientation requirements.
  • Upon course completion, a transcript must be sent to the home institution.
  • Transient students are not guaranteed enrollment, and must meet prerequisites and co-requisites. 

Admission Application Types

Atlanta Technical College (ATC) accepts a wide range of applicants through various admissions paths. Below are the recognized applicant types, their definitions, and requirements for successful admission.

New First-Time College Students

Students who have never attended a postsecondary institution after high school or GED (excluding Dual Enrollment).

Requirements:

  • Completed application + $25 non-refundable fee
  • Proof of lawful presence (POL)
  • Proof of Residency (POR)
  • Official high school diploma, GED, or HiSET transcript
  • Placement based on High School GPA or test scores (Accuplacer, SAT, ACT, etc.)

Transfer Students

Students who have attended another college or university (outside ATC) and wish to pursue a credential at ATC.

Requirements:

  • Completed application + $25 non-refundable fee
  • Proof of lawful presence (POL)
  • Proof of Residency (POR)
  • Official transcripts from all post-secondary institutions attended
  • High school transcript may be required if fewer than 12 semester or 18 quarter hours earned

Re-Admit Students

Former ATC students who have not enrolled for two or more consecutive semesters.

Requirements:

  • Submit readmission application
  • Submit transcripts from any institutions attended since leaving ATC
  • If absent more than 5 years, resubmit all previous transcripts (high school and college)
  • Proof of lawful presence (POL)
  • Proof of Residency (POL)
  • Must meet current admissions standards and catalog policies

Transient Students

Students currently enrolled at another college who want to take temporary courses at ATC.

Requirements:

  • Completed application + $25 non-refundable fee
  • Proof of lawful presence (POL)
  • Proof of Residency (POR)
  • Transient letter from home institution (must be renewed each term)
  • If letter does not confirm academic standing or approved courses, official transcript is required
  • HOPE/Financial aid letter (if applicable)
  • Must meet all course pre- and co-requisites
  • Pay tuition and fees by posted deadlines

Dual Enrollment Students

High school students in grades 10–12 taking ATC courses for both high school and college credit.

Eligibility:

  • Be enrolled in a Georgia public, private, or home school
  • Dual Enrollment: Home School Students Additional Requirements:
  • Certificate of Attendance or Declaration of Intent (per O.C.G.A. § 20-2-690)
  • Annual progress reports/transcripts for junior and senior years with graduation date
  • Must not yet hold a high school diploma
  • On track to graduate
  • Meet minimum GPA and assessment standards (as per GSFC & TCSG)

Required Documents:

  • Dual Enrollment application (fee waived for eligible students)
  • High school transcript
  • Counselor, parent/guardian approval
  • Must maintain a grade of C or higher in ATC courses

Dual Achievement Program (ATC Preparatory Academy)

Students aged 16–21 who have withdrawn from traditional high school and wish to complete their high school diploma and a college credential at the same time.

Eligibility:

  • Age 16–21
  • Withdrawn from public, private, or home school (documentation required)
  • Completed 6 out of 9 required high school credits, including:
  • 2 English/Language Arts
  • 2 Math
  • 2 Science
  • 2 Social Studies
  • 1 Health/PE

Required Documents:

  • Official high school transcript or home school record
  • Withdrawal documentation
  • Completed ATC application
  • Counselor/CPH referral
  • Habitual DAP waiver (if needed)

Additional Information:

  • Students complete remaining high school credits at ATC Prep
  • Simultaneously pursue two TCCs, a diploma, or an associate degree
  • College costs covered by HOPE, Career Grant, or Dual Enrollment funds

Career Plus High School (CPH )/Adult Education & GED Pathways

Students 16+ pursuing a GED or Adult Basic Education (ABE) through ATC’s Adult Education Department. May pursue concurrent enrollment in credit courses upon approval.

Eligibility:

  • Minimum age: 16
  • Students aged 16–17 must submit:
  • Official withdrawal from previous school
  • Parent/guardian consent or court authorization
  • Must take TABE assessment for placement

Required Documents:

  • Valid state or federal photo ID
  • Proof of lawful presence (POL)
  • Proof of Residency (POR)
  • Withdrawal form (for minors)
  • Proof of eligibility for state benefits (if required)

All new students must complete this seminar during their first term. Those with 30+ semester hours completed before admission may be exempt. 

International Student Admission

Attending Atlanta Technical College as an International Student:

Atlanta Technical College (ATC) is approved by the Immigration and Naturalization Service (INS) for training international students or non-immigrant aliens. As an international student, you are a “guest” here in the United States of America, especially at Atlanta Technical College. You will be enrolled in ATC by submitting various documents stating your intentions to abide by the policies of this college and the Student Exchange Visitor Information System (SEVIS).  

International students must apply for admission by completing the appropriate admission application and submitting the required documents. The admission process must be 100% completed before the applicant is eligible for enrollment. The files that must be submitted before an admitted letter and the initial I-20 are issued are listed below, along with steps 1-4.

Step 1. Complete the Admissions Application by visiting the ATC website: www.atlantatech.edu 

Apply for the program of choice and download the $25 application fee. Please record the web ID and PIN # that you created when initially completing the application. An electronic receipt will be sent to your email address. It is important to retain the receipt for later reference. Submit a copy of your valid passport to the International Student Services (ISS)

Step 2 Secure your High School/GED/college transcript, and have the document evaluated and/or translated using one of the following agencies. DO NOT have your institution forward the transcript to Atlanta Technical College. College transcripts must be evaluated course-by-course and sent from the evaluation agency electronically. Step 4 Secure Financial Sponsorship by submitting the following: 

  • Signed and notarized the “Affidavit of Financial Support.” 
  • Bank statements; submit the summary page of the last six (6) months showing a minimum amount of $27,000 per academic year.

The total tuition and fees for immigration to allow an international student to attend ATC for one (1) year are $27,000. 

  • Dependance (per-person) extra $1,500 

International Student Registration:

International students are required to register for “12 credit hours; the rate per credit hour is $428.00.” each semester throughout the academic term will consists of fall, spring, and summer.  

If you have enrolled for two (2) consecutive semesters (i.e., fall and spring), then you are eligible for the summer semester off for vacation, which will decrease the above figure.  

However, if you enroll in the spring or summer semester then you forfeit the summer vacation until the next new academic year. 

  • The tuition and fees for 12 credit hours are $428 per credit hour and $407 for school fees. Therefore, for one (1) semester the cost of enrollment is $5,543. This “DOES NOT” include the program-generated fees. Note: these figures are subject to increase

In the event of falsified documents:  

If any documents are proven to be fraudulent, then your visa will be terminated, and the information will be sent to the Department of Homeland Security (DHS), Immigration and Naturalization Service (INS), the United States Citizenship and Immigration Services (USCIS) and the embassy in your country for possible action against you now and in the future. 

International Student Application Deadlines: 

The application deadlines for receiving an I-20 for students outside of the United States are as follows: 

 

Spring:       January – May                October 9 

Summer:    May – July                      March 2 

Fall:            August – December       June 10 

 

Complete the admissions application, and all required documents. Submit them to the International Student Services or the Enrollment Services at least four (4) weeks before registration.  

Obtaining a Student VISA:

Note: Once you have completed and submitted “all” the required documents, the International Student Services (ISS) will provide you with a Letter of Acceptance and the initial form I-20 issued by Atlanta Technical College to submit to the US Embassy in your country.   

These documents must be presented at the visa interview (if you are from the Continent of Africa, you must also show ties to your country, i.e., ownership of property, marriage, business, church affiliation, etc.) so the government knows you will return to your birth country. 

Pay the SEVIS I-901 fee before the VISA interview appointment at the U.S. Embassy. You will present proof of paying the SEVIS fee at the interview. Forward a copy of the receipt to the International Student Services at ATC to be included in your student file.

  • Send a copy of the I-901 and proof of payment of the SEVIS fee to the International Student Services to update your student file. 

International Student Arrival Information: 

At the Port of Entry (POE) to the U.S., you will be interviewed again and issued Form I-94 (Arrival/Departure Record Verification of Student Status). The earliest date of entry must be 30 days before the beginning date of the term. 

Note: It is required that you contact the International Student Services (ISS) upon arrival in the U.S. within 48 hours (2 Days) and physically present yourself to the office of International Student Services.  

  • Attend ATC’s International Student orientation. International students are admitted to the U.S. for the sole purpose of being full-time students and must abide by U.S. immigration regulations for the duration of their status. Students must understand their responsibilities as there are severe penalties for violations of immigration law. During the meeting, you will complete and endorse the International Student Agreement. This will explain any disciplinary actions during the entire enrollment at Atlanta Technical College.
  • Register for classes. Go to www.atlantatech.edu which brings you to the Atlanta Technical College homepage. Select “My ATC” at the top of the screen and follow the instructions. An international student is registered into SEVIS as an “Active F-1” student at the beginning of “each” semester, and they are given an active I-20 for that semester.  
  • ATC Registration/Business Office: At the beginning of the first academic year, an international student must register for classes and clear their financial status “in full” with the Business Office.  A first-time student must pay their entire tuition and fee balance after enrolling in classes. Once the tuition is paid, the student must secure a “paid in full invoice” from the business office and submit that “Invoice” to the PDSO/DSO to be registered into SEVIS. 
  • Business Office: International students with an outstanding balance: Students with an outstanding balance will not be allowed to enroll in the next semester until their balance is paid. 
  • Employment: An F-1 status student is not permitted to work off campus or to engage in business without specific employment authorization.  
  • Optional Practical Training (OPT): This is temporary employment that is directly related to an F-1 student’s major area of study. Eligible students can apply to receive up to 12 months of OPT employment authorization after completing their academic studies (post-completion). An OPT I-765 application must be sent to USCIS. You alone are responsible for the completion, accuracy, and timely submission of all documentation.   
    • OPT must relate to your major or course of study. 
    • You can apply for 12 months of OPT at each education level (i.e., you may have 12 months of OPT at the Associate, Bachelor's, and master’s levels). 
    • Your PDSO/DSO will provide you with a new Form I-20 that shows the PDSO/DSO's recommendation for this employment. 
    • You must apply for work authorization by electronically filing a Form I-765, “Application for Employment Authorization,” with U.S. Citizenship and Immigration Services (USCIS) and paying a filing fee. Go to USCIS and download a Form I-766, “Employment Authorization Document” (EAD). 
    • After you have received your EAD card, “then and only then” should a student start to work. You are responsible for supplying the International Student Services with the employer’s details and information to complete the process.

Transferring from Another U.S. Institution of Learning:

No Student Exchange Visitor Program (SEVP) can prevent an International Student from transferring out of their institution. The students’ I-20s are secured by the Federal Government of the United States of America; therefore, if an international student wants to transfer out of an SEVP school, then the school “must” allow the transfer. If you are seeking to transfer from another U.S. College, University, or Institution of Learning, it is necessary to obtain a “transfer clearance” form to begin the process of having your SEVIS record transferred to Atlanta Technical College. 

  • Provide a copy of your current I-20 issued by the college you are transferring from. 
  • Obtain a Transfer Clearance Form from the ATC International Student Services Office. 
  • Present the Transfer Clearance Form along with your Letter of Acceptance to your current college to transfer your student SEVIS record before the beginning of your term of study at Atlanta Technical College. 

The required forms are indicated in steps 1-4 at the beginning of this document. 

Change of VISA Status: 

If you are currently in the U.S. with a VISA status (B1/B2 or J1), you cannot enroll in classes until the change of status has been approved by the United States Citizenship and Immigration Services (USCIS) and the I-797 Notice of Action has been received.

Pilot Program cannot change to F-1 status. Those with J status who are subject to the two-year     home physical requirement may not change their status in the U.S. 

Please note: all terminations are not LAWFUL AND will not have a negative effect on the student’s F-1 STATUS. 

An international student can be terminated by the institution or SEVIS (Student and Exchange Visitor Information System) for the following reasons: 

  • Absent from the country for five months:
    • If an F-1 student returns to their home country and remains their more than five months before returning to the U.S. and enrolling in the assigned SEVP (Student and Exchange Visitor Program) School.  Either the SEVP institution or SEVIS can terminate the student’s record.  Once that student’s record is terminated the student will have to readmit through immigration by completing all documents from the beginning with the embassy in their country.    
  • Authorized drop below full course time exceeded:
    •  In some cases, students will be allowed to drop below the full course load by the PDSO/DSO.  This authorization usually lasts for one semester but can be extended based on the circumstances.   However, if the PDSO/DSO does not extend the drop below full course authority then the student must maintain the original class status based upon the degree they are enrolled in.  If the drop below full course time is approved, and the student takes it upon him/herself to extend the status, the student will be terminated immediately.  
  • Authorized early withdrawal:
    •  If a student takes it upon him/herself to withdraw based on a letter from USCIS stating that they have been awarded a change of status (Permanent Resident, H1B, etc.) before receiving their Official Card from USCIS, and withdraw all classes from the SEVP school, the student will be terminated.   
  • Change of status approved: 
    •  When a student changes his/her F-1 status based on “Permanent Resident, and/or H1B Status,” the F-1 status must be terminated. 
  • Change of status denied: 
    •  If a student attempts to change their status from J-1, B1/B2, or any other visa type to an F-1 status and is denied then the student record will be terminated; however, the student can submit a “Notice to Reopen” which gives the student a chance to present evidence to support the request. 
  • Change of status withdrawn:
    • If an international student has submitted documents to change status and withdrawn the application, the requested change of status request will be terminated 
  • Death: 
    •  If an international student passes away in the middle of his/her scheduled F-1 status for security reasons, the student's record will be terminated. 
  • Expulsion: 
    •  If ATC deems it necessary to kick a student out of the college based on behavior or any other action that violates the college’s code of conduct, the F-1 student’s status will be terminated. 
  • Failure to enroll: 
    •  If a student has been accepted into ATC and does not enroll within 15 days from the semester start date, the student will be terminated. 
  • Failure to report while on OPT: 
    •  OPT is a status when a student has a year to be away from school, and still be in status.  When a student is enrolled in OPT, and the year is concluded, the student must return to the SEVP school under a new degree level, change SEVP schools, or leave the country. 
  • No show – Manual termination: 
    •  When an F-1 student does not report to school for the next semester, he/she is considered a “no-show” and the status is terminated.
  • Otherwise, failing to maintain status:
    • This termination could be based on the student’s academic record, failure to maintain financial stability, issues with the university code of conduct (which could include, but not be limited to, problems in housing), etc. 
  • School withdrawn: 
    •  If the F-1 student withdraws their desire to attend the specific SEVP college or university then the status will be terminated. 
  • Suspension:
    • If an international student is suspended from school for any reason, then their F-1 status is terminated. 
  • Transfer student no-show:
    • If an international student is accepted to ATC as a result of a transfer from another SEVP institution and does not enroll in school before the 15-day grace period, then the student's F-1 status will be terminated. 
  • Unauthorized drop below full course: 
    • If a SEVP student takes it upon him/herself to enroll in fewer than the required number of classes designed by SEVIS according to the degree they are registered in, that student is considered an unauthorized drop below the full course load and will be terminated. 
  • Unauthorized withdrawal: 
    •  If you walk away from an SEVP institution without proper authorized withdrawal papers you will be terminated.  This included having pending approval to change status based on a document secured by USCIS/Immigration. 
  • Violation of the change of status requirements: 
    •  If you enroll in classes before USCIS approves your Form I-539, you will be ineligible to change your nonimmigrant status from B to F.

Residence Requirements for Degree/Diploma/TCC

Atlanta Technical College requires that a minimum of 25% of the course work of a particular program of study be completed while enrolled at Atlanta Technical College.

State Residency

Overview

Determining a student’s residency status must be based on the existence of surrounding objective circumstances that indicate a student’s intent to maintain a permanent presence, or Domicile, in the State of Georgia. No single factor is conclusive. Similarly, there is no predetermined number of factors required to be met. The following indicators may be considered when documenting the Domicile of an individual, but this is not an exhaustive list:

  • Location of employment.
  • Location of voter registration.
  • Location of property, including home purchase, and taxes paid thereon.
  • State for which the individual filed and paid state income taxes.
  • Address and other information on federal and state income tax returns.
  • State where the person’s automobile title is registered and the payment of property taxes thereon.
  • Address on driver’s license and state of issuance.
  • Address on the Georgia Driver’s License Bureau ID.
  • Reason for initially coming to Georgia.
  • State of issuance of business, professional, or other licenses.
  • Location of checking, savings or other banking accounts.

Citizenship Requirements:

  • A student meets the Citizenship Requirements, for purposes of this procedure and the related policies, if he or she is a United States Citizen, born or naturalized.
  • A student meets the Citizenship requirements, for purposes of this procedure and the related policies, if he or she is an Eligible Non-Citizen, according to the Federal Title IV definition.
  • Ineligible Non-Citizens: A Non-Citizen cannot qualify for in-state tuition. However, in the discretion of the President of the college the international tuition may be waived in favor of an out of state tuition rate for a Non-Citizen.

Georgia Residency

To qualify for in-state residency status for tuition purposes at our institution, applicants must provide documentation to support their claim of Georgia residency. Establishing residency requires proof of domicile in the State of Georgia, meaning a student must show an intent to make Georgia their permanent home. No single factor alone will determine residency, but a combination of objective factors will be considered. These factors may include, but are not limited to, property ownership, voter registration, and state tax filings.

How to Establish Georgia Residency

   To establish Georgia residency, the student must meet the following criteria:

  • Dependent Students

A dependent student may qualify for in-state residency if:

  • The student's parent or legal guardian has established and maintained domicile in Georgia for at least 12 consecutive months before the start of the semester for which the student is seeking in-state tuition.
  • The student graduated from an eligible Georgia high school, or the parent or legal guardian claimed the student as a dependent on their most recent federal income tax return.
  • Independent Students

An independent student qualifies for in-state residency if:

  • The student has established and maintained domicile in Georgia for at least 12 consecutive months before the start of the semester for which in-state tuition is being sought.
  •  The student must show clear evidence of domicile for reasons other than attending college.

Retaining Georgia Residency

Documentation Required to Establish Residency

To verify Georgia residency, applicants must provide one of the following documents, which must show 12 consecutive months of residency prior to the first day of the semester in which the student is enrolling:

  • Georgia Driver’s License or State ID (unexpired, issue date must reflect 12 consecutive months of residency)
  • Voter Registration Card (unexpired, issue date must reflect 12 consecutive months of residency)
  • Automobile Registration (must show the past two years, 24 months)
  • Georgia State Tax Form (GA 500, long form) (must show full year of residency)
  • Utility Bill (must reflect the last 12 consecutive months)
  • Home Deed
  • Lease Agreement (signed and effective date must show 12 consecutive months before the semester start date)
  • DD-2214 (for military personnel)
  • Military ID or Orders (unexpired)

Retaining Georgia Residency

Dependent Students: If the parent or legal guardian of a dependent student, who has established Georgia residency, moves out of state, the student can retain Georgia residency status as long as they remain continuously enrolled at a TCSG college.

Independent Students: If an independent student who was initially determined to be a Georgia resident temporarily relocates outside the state but returns to Georgia within 12 months, they will retain their Georgia residency status for in-state tuition purposes.

Petition for Residency

If an applicant did not qualify for residency at the time when their application was submitted, they may petition for in-state residency once the meet the requirements. To petition for residency contact the Office of Enrollment Services atcenrollment@atlantatech.edu. If the petition for residency is approved it will be effective beginning the next semester a student enrolls, and the change is not retroactive to prior semesters.

Additional documentation will need to be submitted at the time of the petition. Documents should prove that you have met the Georgia State Residency requirements; if a dependent - under 24 years of age and are claimed as a dependent of a parent/guardian, must have lived in Georgia for the past 12 consecutive months. If a dependent, documents must show that you have lived in Georgia for the past 12 consecutive months.

Acceptable forms of additional documentation that can be submitted during the petition for residency include: Location of employment, Location of voter registration, Location of property, including home purchase, and taxes paid thereon, State for which the individual filed and paid state income taxes, Address and other information on federal and state income tax returns, State where the person’s automobile title is registered and the payment of property taxes thereon, Address on driver’s license and state of issuance, Address on the Georgia Driver’s License Bureau ID, State of issuance of business, professional, or other licenses, and Location of checking, savings or other banking accounts.

Eligibility for In-State Tuition Waivers

Non-citizens are classified as international students and are not eligible for in-state tuition. By default, they will be charged the international tuition rate. However, at the discretion of the College President, the international rate may be waived and replaced with the out-of-state tuition rate for non-citizens who are verified as lawfully present in the United States in accordance with state and federal immigration laws. Students in the following classifications are eligible for an out-of-state tuition exemption, which does not affect eligibility for the HOPE Scholarship or Grant (except for military personnel and their dependents, as provided in GSFC regulations):

  • Employees and their children who move to Georgia for employment with a new or expanding industry as defined in OCGA 20-4-40.
  • Full-time employees of the Technical College System of Georgia, their spouses, and dependent children.
  • Full-time teachers in a public school, a military base, or a public postsecondary college, their spouses, and dependent children.
  • United States military personnel stationed in Georgia and on active duty, and their dependents living in Georgia.
  • United States military personnel, spouses, and dependent children reassigned outside Georgia who remain continuously enrolled and on active military status.
  • United States military personnel and their dependents domiciled in Georgia but stationed outside the state.
  • Students domiciled in out-of-state counties bordering Georgia counties who are enrolled in a Technical College with a local reciprocity agreement.
  • Career consular officers and their dependents who are citizens of the foreign nation their consular office represents, living in Georgia under orders of their respective governments, provided their nation practices educational reciprocity with the United States.
  • Members of a uniformed military service of the United States who, within 36 months of separation, enroll in an academic program and demonstrate an intent to become domiciled in Georgia (includes spouses and dependent children).
  • No person who is unlawfully present in the United States is eligible for any exemption of the tuition differential.

Non-citizens requesting in-state tuition must verify lawful presence following TCSG Procedure 6.2.2p. Policy Manual – TCSG | Technical College System of Georgia

Notwithstanding any provision in this procedure, any person who is unlawfully present in the United States will not be eligible for any exemption of the tuition differential.

New Student Orientation

Prior to each semester, all new students at Atlanta Technical College are encouraged to participate in a New Student Orientation session. Orientation sessions are completed online at the beginning of each academic semester and are designed to introduce new students to available services and resources, prepare them for success, and connect them with an academic advisor who assists with class registration. Staff members from the Academic and Student Affairs Division and Administrative Services Division are available to share important information regarding the services they provide.

Each academic department is responsible for planning and providing follow-up orientation as needed for new students entering their programs. The timing and format of orientation may vary by program—some departments offer orientation during the admissions process, others after acceptance and prior to registration, before the program begins, or during the first semester.

Services for Students with Disabilities

Atlanta Technical College provides program accessibility and reasonable accommodations to individuals covered under the Americans with Disabilities Act (ADA) of 1990, Section 504 and 508 of the Rehabilitation Act of 1973. Special services assistance is designed to provide a comprehensive program of supportive services to individuals with disabilities. Qualified students who have a legally defined disability and wish to request accommodations must first register with the Office of Disability Services. They must provide documentation that describes its effect on their ability to perform in an academic environment.

  1. All written requests for assistance are required three weeks before the start date of an upcoming semester or 48 hours prior to scheduled testing.

Blood and Airborne Pathogens

Students enrolled in Category I and II programs at Atlanta Technical College will be performing tasks in which there is a normal occurrence for exposure to blood, other potentially infectious body materials, and airborne pathogens. These tasks will be performed in the classroom, laboratory, and clinical activities for each occupational training program/course. Students will be required to present documentation of Hepatitis B and Tuberculosis immunizations as a result of potential occupational exposure.

Although, our main goal is the initiation and assured continuation of educational benefits, we are available to provide supportive services to Veterans, National Guardsmen, Reservists, and eligible beneficiaries.

• Montgomery GI Bill (Chapter 30): (active duty or veteran status) must have served in the United States Armed Forces and participated in the GI Bill program.  VA Vocational Rehabilitation (Chapter 31): (service-connected disabled veterans) must make application with local VA caseworker to have rehabilitation plan developed indicating an ATC degree plan.

• Survivors’ and Dependents’ Educational Assistance Program (DEA) (Chapter 35): Dependents and spouses of 100% disabled or deceased veterans.

• Tuition Assistance: Military Tuition Assistance is also a source of Financial Aid for active-duty military. Tuition assistance is a benefit paid to eligible members of the Army, Navy, Marines, Air Force, and Coast Guard. Each service has its own criteria for eligibility, obligated service, application process' and restrictions.The money is usually paid directly to the institution by the individual services and is applied to a student's account prior to other aid such as Pell.

Service members who intend to use Tuition Assistance should speak with their Educational Services Officer (ESO) or counselor within their Military Service prior to enrolling at Atlanta Technical College. If Military Tuition Assistance is not approved by the Service prior to the start date of classes, the service member may be responsible for all tuition costs. Please allow for adequate processing time prior to the intended start date at the College.

Students utilizing Tuition Assistance (TA) through the Department of Defense (DOD), who withdraw from any course before the 60% point of the term, will have unearned funds returned on a proportional basis to the TA program. The calculation will be based on: number of days completed divided by total days in the enrollment period (semester).

Financial Aid Assistance

Non-Chapter 33 and 31 Students: All students who are not Chapter 33 or 31 are responsible for paying all tuition and fees by the first day of school, payment deadline, or whichever comes first. Atlanta Technical College encourages students to check their account summary by term (Banner Student Web) one week prior to the published payment deadline to confirm amount owed to the College. These applicants are encouraged to apply for Financial Aid Assistance.

Payment Information

Under the Veterans Benefits and Transition Act of 2018 (Public Law 115-407), Atlanta Technical College allows our GI Bill and VR&E students (Chapter 33 and Chapter 31 beneficiaries) to attend a course of education or training for up to 90 days from the date the start of the term, if the student provides a valid Certificate of Eligibility, or VAF 28-1905 to the ATC Veteran’s Affairs Coordinator.

Title 38 United States Code Section 3679(e) School Compliance Policy:
As part of the Veterans Benefits and Transition Act of 2018, section 3679 of title 38, Atlanta Technical College (ATC) complies with the requirements as outlined below:

  • ATC permits any covered individual to attend or participate in the course during the period beginning on the date on which the individual provides to ATC Department of Military and Veteran Services a certificate of eligibility for entitlement to educational assistance under chapter 31 or 33, or a Statement of Benefits from the VA website e-benefits, or a VAF 28-1905 form for chapter 31 and ending on the earlier of the following dates:
  • The date on which payment from VA is made to ATC.
  • 90 days after the date ATC certified tuition and fees following receipt of the certificate of eligibility.
  • ATC will not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries, or other institutional facilities, or the requirement that a covered individual borrow additional funds, on any covered individual because of the individual’s inability to meet his or her financial obligations to ATC due to the delayed disbursement funding from VA under chapter 31 or 33.

  • ATC will hold a student responsible for any portion of tuition and other fees not covered by the VA by the published fee payment deadline.

Note: A Covered Individual is any individual who is entitled to educational assistance under chapter 31, Veteran Readiness and Employment, or chapter 33, Post-9/11 GI Bill® benefits.

Atlanta Technical College Financial Agreement

• Chapter 30, 32, 1606, 1607, and 35: Student is responsible for paying tuition and fees by the payment deadline.

• Chapter 33 (Post-9/11): Student will be placed on a deferment plan for 90 days from the start of the term until the Department of Veteran Affairs provides tuition and fees payment to the Atlanta Technical College.
o Vets receiving Post 9/11 benefits must have a valid COE (Certificate of Eligibility) on file with the VA Certifying Official to qualify for the deferment plan.
o Failure to provide Certificate of Eligibility will result in Veteran paying full tuition and fees by deadline.

• Chapter 31 (Vocational Rehab): Student will be placed on a deferment plan for 90 days from the start of the term until the Department of Veteran Affairs provides tuition and fees payment to the Atlanta Technical College.
o Vets receiving Vocational Rehabilitation and Employment benefits must have a current VA Form 28-1905 on file from their Voc. Rehab Counselor to qualify for the deferment plan.
o Failure to provide the VAF 28-1905 form to the VA Certifying Official will result in Veteran paying full tuition and fees by deadline.

Chapter 30, 35, and 1606 Monthly Verification for Students

  • All students receiving Chapter 30 or Chapter 1606 benefits must verify their monthly enrollment no earlier than the last day of each month or after. The benefit (monetary award) will not be released by the VA until this is done.
    • Enrollment verification can be done by using the VA toll-free telephone number 1.877.823.2378 or the WAVE feature found on the VA website www.ebenefits.va.gov.
  • Chapter 35 students enrolled in Diploma or Certificate programs only, must verify monthly enrollment no earlier than the last day of each month or after by contacting the VA toll-free telephone number 1.877.823.2378.

How to Purchase Books

  • Financial Aid recipients may visit the ATC Bookstore if they have authorized Financial Aid in excess after tuition and fees are covered. This option is available the first two weeks of school.

  • Chapter 31 students may visit the ATC Bookstore to purchase required books/supplies, up to $40, and other expenses approved on their VAF 28-1905 form approved by VRC.
  • Chapter 33 students receive a yearly books and supplies stipend of up to $1,000.00 paid proportionately based on enrollment.

Academic Polices

The Department of Veterans Affairs have mandatory regulations regarding Academic Progress and approved academic programs for which impacts students receiving education benefits.

Readmission of Service Members

Scope and Purpose

In accordance with federal regulations, 34 C.F.R. § 668.18 and the Department of Defense (DoD) Voluntary Education Partnership Memorandum of Understanding (MOU), Atlanta Technical College (ATC) will promptly readmit servicemembers who seek readmission to a program that was interrupted due to a uniformed service obligation.

Eligibility

This policy shall apply to:

  • Servicemembers who are unable to attend classes for more than 30 consecutive days; and
  • Servicemembers who are unable to attend classes for less than 30 days when such an absence would result in a withdrawal from the college.
  • A student is eligible for readmission under this policy if, during an absence, the student performs uniformed service, voluntary or involuntary, in the Armed Forces, including the National Guard or Reserve, active duty, active duty for training or full-time National Guard (under federal authority). The cumulative length of all absences for uniformed service (service time only) must not exceed five years.
  • A student must provide orders, or written notice by Commanding Officer, of a Uniformed Service Obligation, such as Temporary Duty (TDY), etc., to the ATC VA Certifying Official (veterans@atlantatech.edu) as far in advance as possible, unless precluded by military necessity. Such notice does not need to indicate when the student will return to the College.

Notification of Intent to Return

  • The student must also give oral or written notice of Intent to Return to ATC within three years after the completion of the period of service. Immediately upon the student's return to school, the student must provide notice that he/she may be entitled to the tuition and enrollment benefits outlined in this policy.
  • The student is required to provide official military obligation documentation to the Office of Veteran’s Affairs.

Tuition and Fees

  • A returning student must be charged the same tuition and fees in effect during the last academic year the student attended, unless veterans' education benefits or other servicemember education benefits will pay the amount in excess. For subsequent academic years, the returning student may not be charged tuition and fees more than what other students in the program are charged.

Readmission Requirements

  • A returning student will be permitted to reenroll in the next class(es) scheduled in the same academic program unless the student requests a later date of reenrollment or agrees to a different program. A returning student will be readmitted into the same academic program the student was enrolled in prior to the military service obligation. If the exact program no longer exists, the student must be admitted to the program that is most similar, unless the student requests or agrees to admission to a different program. Returning students will be reenrolled with the same enrollment status, number of completed credit hours, and academic standing as the last academic year of attendance.
  • If the College determines that a returning student is not prepared to reenroll in the same academic program with the same academic status or is unable to complete the program, the college must make reasonable efforts to enable the student to resume or complete the program at no additional cost to the student. If such efforts are unsuccessful or place an undue hardship on the College, the College is not required to readmit the student.
  • In accordance with federal regulations, returning students who receive a dishonorable or bad conduct discharge from the Armed Forces (including the National Guard and Reserves) are not eligible for readmission under this policy. However, servicemembers who receive dishonorable or bad conduct discharge may remain eligible for readmission even though they will not be entitled to the benefits outlined in this policy.

Academic Credit Information

  • Students receiving VA Benefits are requiredto furnish school &/or military transcript(s) of all previous education and training, and submit a ATC Transfer of Credit Request Form to the Registrar Office.

**VA does not pay for repeated coursework earned at another college. However, if a student failed a class, or if the ATC program of study requires a higher grade than the one achieved in a particular class for successful completion, that class may be repeated, and certified to VA again.

Military Short-Term Absence Policy

  • It is the responsibility of the student to communicate in writing directly with each instructor, as far in advance as possible, so appropriate accommodations can be made.
  • For any emergency orders where the student will be absent from courses: Students are responsible for making arrangements with instructors to maintain and/or make up classwork as needed. Service members should provide instructors with maximum advance notice of absences, providing copies of directives from the Military, Reserve, or National Guard.
  • For time-sensitive state or federal emergencies/activations where written documentation may not be available until the end of the obligation, the student is responsible for securing the orders to provide to faculty and staff members upon return to the College.
  • Make sure to keep the School Certifying Official informed if you are utilizing the Department of Veteran Affairs- Education and Training Benefits and anticipate any absences that might lead to a No-show, Withdrawal, or Incomplete grade being assigned. Prohibition Against Inducements, Commission and High-Pressure Recruitment Tactics

Atlanta Technical College does not provide any inducements to any individual or entity to secure the enrollment of military service members or obtain military provided tuition assistance. Inducements include any gratuity, favor, discount, entertainment, hospitality, loan, transportation, lodging, meals, or other item having a monetary value of more than a de minimis amount.

Atlanta Technical College also refrains from providing any commission, bonus, or other incentive payment based directly or indirectly on securing enrollments or federal financial aid to any persons or entities engaged in any student recruiting, admission activities, or making decisions regarding the award of student financial assistance.

Atlanta Technical College will not use high-pressure recruitment tactics such as making multiple unsolicited contacts (3 or more), including contacts by phone, email, or in-person, nor engage in same-day recruitment and registration for the purpose of securing military service member enrollments.
